The authority to initiate and dispose of the case under sub-section (1) of section 9 shall be the Registrar of Nepal Shipping Office and the authority to initiate and dispose of the case under sub-section (2) of the same section shall be the authority of the district court designated by the Government of Nepal.
(2) When taking action and closing in accordance with sub-section (1), the registrar shall use all the powers granted to the district court in accordance with the prevailing Nepal law and shall adopt the procedure of that court. ……..will be able to carry out necessary investigations outside (4) Those who are not satisfied with the decision made by the registrar in accordance with sub-section (1) may appeal to the district court designated by the Government of Nepal within 35 days.
